Her working assumption is that a casino's marketing page and its terms and conditions are two different documents, and that only one of them is enforceable. So the reading starts at the terms: wagering multiplier, what it applies to, maximum bet while a bonus is active, win caps, excluded payment methods, expiry. The headline number goes in the review, but it goes in next to the condition attached to it, in the same sentence, every time.
The second working assumption is that licence status is a matter of record, not of claim. Operators, particularly offshore ones, publish statements about their own licensing that do not survive a register lookup.
